Patient Trapped in Rollover Crash on Route 14.
On June 1, 2011 at 0740 hours, the Oaks Corners Fire Dept. and Phelps Ambulance were dispatched to Reale
Fence at 2200 Route 14 in the Town of Phelps for a report of a rollover crash with a person trapped. Initial
reports indicated that a pole had been struck with wires down. Oaks Corners Deputy Chief Mike Reifsteck was
the first unit to arrive on scene and reported that the car was on it's top with a patient trapped and partially
ejected. He also reported that a pole was down with primary and secondary wires around the car. NYSEG was
requested to the scene due to the electrical hazard.

Oaks Corners Engine 3211 arrived on scene with a crew of two including Chief Brian Maney. Chief Maney
assumed command of the incident and Deputy Chief Reifsteck was placed in charge of patient extrication. Fire
Police Captain Jerry Rouland arrived on scene and was placed in charge of traffic control, and EMS Captain
DeChick was in charge of patient care. Heavy Rescue 3272 and Rescue 3271 arrived on scene with a crew of 5
and deployed the Rescue 42 stabilization struts to stabilize the vehicle. The hydraulic spreaders and cutters
were deployed from Engine 3211 & Rescue 3271 and stretched to the vehicle. Firefighters used the hydraulic
tools to remove the rear door and gain access to the vehicle interior. They then used the cutters to remove the
drivers seat-back. Using strap webbing, firefighters created a makeshift harness which was used to lower the
patient to a backboard once the seatbelt was cut. The patient was then removed from the car via the rear
window. The patient was then transported to Mercy Flight Air Ambulance and transported to the hospital.

The Phelps Fire Department assisted with closing down the southbound lane of Route 14. The North Side Fire
Department assisted with setting up a landing zone for Mercy Flight.The OCFD responded with a crew of 13 fire
& EMS responders.
